Since the so-called 'argumentative turn' in the social sciences, discourse theory has become popular in policy analysis. But a need to go beyond language emerged, considering discourse as one dimension of “social practices”. This presentation analyses how (new) ideas, concepts and categories might (or might not) institutionalize in policy practices and become consequential for social life. Examples are drawn from environmental governance.
